U.S. - Armenia Relationship

As a senior member of the House Foreign Affairs Committee and the Congressional Armenian Caucus, Congressman Sherman has long worked to grow the relationship between the United States and Armenia.
In addition to helping secure the official recognition of the Armenian Genocide, Sherman continues efforts to increase U.S. assistance for the Armenian people and hold Azerbaijan and Turkey accountable for their continued campaign of aggression against the people of Armenia.
Below are some of Sherman's recent efforts to support the United States - Armenia alliance.
Congressman Sherman Named Vice Chair of Congressional Armenia Caucus

After nearly 30 years as a committed member of the Congressional Armenia Caucus, Congressman Sherman was named as the Caucus’s Vice Chair.
The Armenia Caucus – an organization of over 100 Members of the United States Congress – has for decades been at the forefront of strengthening the U.S.-Armenia relationship and advancing Armenian issues.
"I am honored to be selected to serve in this important role, and look forward to working on advancing pro-Armenia legislation as the only Caucus Co-Chair on the House Foreign Affairs Committee," said Congressman Sherman shortly after his selection as Vice Chair.
Urging the Trump Administration to Strengthen U.S.-Armenia Ties

In Congressman Sherman's first act as Vice Chair of the Armenia Caucus, he joined his fellow Co-Chairs in calling on the Trump Administration to identify a list of bipartisan priorities on U.S.-Armenian relations that they urged the Administration to focus on.
In particular, the lawmakers stressed the importance of: accelerating negotiations on a civil nuclear cooperation agreement (a 123 Agreement), to provide Armenia with a strong platform for enhanced energy cooperation with the United States; building on current defense engagements with Armenia; hold Azerbaijan accountable for its war crimes and ethnic-cleansing of Artsakh through enforcement of Section 907 and the application of Global Magnitsky sanctions; secure guarantees for the territorial integrity of Armenia; and lastly protecting vulnerable Armenian populations abroad including Armenians in Syria following a spike in anti-Christian violence in the country.
Fighting Back Against Aid Cuts to Armenia

Since 1992, USAID has invested more than $1.3 billion in Armenia to provide humanitarian assistance, support democracy, and drive economic growth – including $17.8 million in assistance for refugees that escaped the ethnic cleansing of Artsakh in September 2023.
The unconstitutional shutdown of USAID by the Trump Administration has shut off this critical assistance overnight, cutting off millions in new funding to Armenia through USAID announced in 2024.
Congressman Sherman has been a vocal opponent of the dismantling of USAID, which puts at risk the most vulnerable around the world including in Armenia. Sherman has vociferously opposed the shutdown during hearings in the House Foreign Affairs Committee, in a February 2025 letter to Secretary Rubio, and will continue to do so at every opportunity until aid to Armenia is restored.
Meeting with Survivors of Azerbaijan’s Brutal Aggression

Azerbaijan’s ethnic cleansing of Artsakh has become personal for Congressman Sherman after meeting with so many who were directly impacted by this tragedy.
In September, Congressman Sherman met with Goharine, Marina, and Lana, who shared their stories with the Congressman. Goharine shared her heart wrenching experience of having Azerbaijani airstrikes hit her home, killing one of her beloved sons and injuring her child and husband.
In 2022, Lana's sister, an Armenian soldier, was captured by Azerbaijani forces. Lana and the rest of her family found out what happened to her sister when horrific footage of her torture and mutilation by Azerbaijani soldiers began to circulate on Telegram - she was horrifically abused and mutilated.
"These stories only strengthen my resolve to continue fighting for the safety and security of the Armenian people," said Sherman after the powerful meeting.
